| Developing a mine occurs in several stages and can take various amounts of time, depending on the projected size of the operation and variables associated with permitting. Generally, once an ore deposit is explored and delineated, its size estimated, and progressive feasibility studies are completed (all of which can take several years) the process of applying for the permits to mine can take place. In Michigan, two years of state-mandated baseline environmental studies must be conducted prior to applying for the numerous required permits. |

| What is an environmental baseline study (EBS)? |

| Companies applying for permits to mine in Michigan under Part 632 must prove the status of environmental factors before any development can begin. Baseline studies are used to establish the pre-existing condition of such factors as surface and ground water, flora and fauna, and air quality. This data is used by the company wishing to construct a mine to predict how the environment will be affected and then design the plan to minimize impacts. It also provides the basis for the company to monitor the environment before, during and after a mining operation. Michigan law states it is the obligation of the mining company to assume all financial responsibilities associated with the baseline studies and must comply with any and all random inspections conducted by the state throughout the processes. |

| What is a scoping study? |

| It is the first in a series of studies conducted to determine the economic viability of a potential mine. Factors such as market value of metals, metallurgical recoveries, and all costs associated with building, operating and reclaiming a mine are estimated at this preliminary level. Subsequent pre-feasibility and feasibility studies consider these same factors in more depth. |
